Think tank

RAND is an independent, non-profit, non-partisan research institution whose mission is to improve policy and decision making through research and analysis. RAND conducts its work across a range of public policy areas, including those related to environmental protection, climate change, energy and water, and other natural resources. Clients include government agencies, non-profit organizations, and international organizations. RAND has a long history of supporting planning and decision making in an uncertain future. RAND researchers have developed many of the methods and tools that are now best practices in this field. This includes operations research, systems analysis, scenario analysis, the Delphi method, game theory, and most recently, Robust Decision Making (RDM). Over the past 10 years, RAND researchers have pioneered the use of RDM, a quantitative decision framework for supporting decisions under conditions of deep uncertainty, which has proved useful in a variety of natural resource management applications, including water management, flood control, and energy planning. RAND's RDM approach has been highlighted by the World Bank's World Development Report 2010 and by the U.S. National Academy of Sciences as a best practice approach to climate change planning and adaptation. RAND's experts are world leaders in the development of RDM and its application to climate-related decisions, serving on the United Nation's Intergovernmental Panel on Climate Change (IPCC) Fifth Assessment Report and the IPCC Special Report on managing the risks of extreme events and disasters, as well as a number of National Academy of Science study panels related to climate change.
