IES was formed by a group of industrialists and individuals who saw the need for an independent, national center of excellence to research and disseminate best practice in manpower planning and labor market issues. Although originally funded by a number of companies plus the then Civil Service Department, IES is now self-funding, carrying out research and applied consultancy, and has an active publishing and dissemination program. IES's mission is to help bring about sustainable improvements in employment policy and human resource management, achieved by increasing the understanding and practice of key decision-makers in policy bodies and employing organizations.
