IPA's general mission is to encourage, promote, and underwrite first-class applied economic and policy research across relevant departments and faculties within the University of Toronto. These departments and faculties include the Department of Economics, the Department of Mathematics, the Rotman School of Management, the Faculty of Law, and the Faculty of Medicine. In 1966, the Board of Governors of the University of Toronto approved the initial terms of reference for the institute. These terms are as follows: (1) to encourage research on social and economic policy questions primarily through the use of quantitative methods; (2) to provide, to the extent that resources are available, facilities and assistance to all members of the faculty with an interest in such research; (3) to raise funds to finance research falling within the terms of reference of IPA; and (4) to assist in the publication of the results of completed work. These terms of reference are contained in IPA's constitution, adopted when the institute was officially established on July 1, 1967. A principal catalyst to the formation of IPA was the emerging development of econometric modeling as a tool of academic research and policy analysis. At its inception, according to these terms of reference, IPA was to provide an institutional setting for large-scale quantitative research.
